When it comes to the government’s use of AI, the experimentation phase is over. The pilots are now complete. The proofs of concept have landed.

The question now is what comes next. Increasingly, it’s not about whether AI belongs in government; it’s about how to deploy it in ways that produce real, actionable outcomes for the citizens it serves. The agencies getting this right aren’t the ones that deployed AI the fastest — they’re the ones that reoriented it around mission, not efficiency.

Why that question is harder than it sounds

What makes that question harder than it sounds is that most federal AI initiatives stall not because the technology fails, but because the foundation underneath it does. Disorganized data, misaligned stakeholders, and deployments built around tools rather than mission problems are what separate agencies generating impressive pilot metrics from those generating lasting change.

And the private sector is learning this the hard way, too. A recent Harvard Business Review analysis of 800 U.S. public companies found no correlation between a sector’s AI automation potential and its profit margin growth since the widespread adoption of AI. The productivity gains were real, but competition quickly eroded them. The takeaway for government is instructive: deploying AI simply to perform existing activities faster or more efficiently is a starting point, not a strategy.

The agencies making the most meaningful progress right now share something in common: they started with mission, not technology. Rather than asking “where can AI save us time?” they asked “what does the person on the other side of this interaction actually need?” and “what’s standing between them and that outcome?” That reframe changes everything about how AI gets deployed, evaluated, and scaled. This citizen-first mindset is as critical in government as it is in any enterprise business. Understanding your audience, the persona, is what enables agencies to set clear goals, expectations, and metrics that measure real impact. What that reframe looks like in practice, and why it requires a deliberate shift in how agencies think about AI’s role, is where the real work begins.

The shift from process to purpose

There’s real value in using AI for operational efficiency — from reducing processing times to streamlining documentation and removing friction from administrative workflows. These improvements matter, and they free up capacity for the work that requires human judgment and expertise. But when process improvement becomes the primary lens for AI adoption, agencies may end up optimizing the function of government but not necessarily its purpose.

Deploying AI to accelerate existing work can generate real efficiency gains. But efficiency alone does not fundamentally change what government can deliver. The more transformative path is using AI to enable capabilities that were previously impractical or impossible.

For government, that distinction is mission-critical. The more powerful framework is outcome-oriented: What does a veteran need to feel confident that their claim will be resolved quickly and correctly? What does a small business owner need to navigate a regulatory process without losing weeks of productivity? What does a citizen need to process their taxes accurately? What does a first responder need to make better decisions in the field?

When AI deployments are designed around these questions, the efficiency gains are optimized, but they are also in service of something bigger.

This is the distinction between AI that makes government faster and AI that makes government smarter. Both matter, but the second is what justifies the investment and builds lasting public trust in the technology. Translating that distinction into practice requires something most broad AI rollouts lack: strategic targeting of the right problems, with the right tools, against clearly defined mission outcomes.

Targeted adoption as a strategy

Current and former federal officials have been increasingly clear about targeted AI adoption. Deploying tools against specific, well-defined mission problems strongly outperforms broad capability rollouts in both impact and sustainability.

As John Boerstler, General Manager of U.S. Federal Government, Granicus, and former Chief Experience Officer at the Department of Veterans Affairs, noted at a recent federal health IT summit, “Agencies don’t need the most advanced model on the market to meaningfully enhance their operations. What they need is clarity about where AI touches the mission and discipline about connecting deployment decisions to the outcomes they’re trying to achieve. This is user and buyer satisfaction framed by performance.”

That kind of strategic AI ROI is what separates agencies that generate impressive pilot metrics from those that generate lasting change. It’s also what enables agencies to hold their vendors accountable — and vendor accountability matters more than most procurement conversations acknowledge.

The best-designed AI initiative still fails without sustained vendor engagement beyond initial implementation. Agencies need partners who will continue to train systems, monitor performance, and incorporate feedback over time. That means moving procurement conversations away from feature lists and platform agility toward evidence of real-world mission impact that develops contract structures and holds vendors to that standard.

This is also where platforms like G2 become increasingly relevant to the public sector conversation. In an AI-first world, where technology is advancing faster than any procurement cycle can keep pace with, and government investment in these tools continues to grow, real-world impact data matters more than ever.

G2 isn’t just where you go for software — it’s where you go for impact. It gives agencies access to real-time, peer-driven intelligence that goes far beyond feature comparisons: how organizations of similar size are actually using a technology, the specific problems it’s solving, how long implementation realistically takes, what security controls or issues others have encountered, and how deeply a tool integrates into existing workflows and ecosystems.

As AI tools proliferate and agencies face pressure to evaluate new capabilities quickly, government procurement teams need clear signals of what actually delivers value. Insight from peers who have already implemented these technologies provides evidence that vendor demos and RFP responses alone cannot replicate. That peer intelligence extends into the procurement process itself. G2’s review questions are designed to surface exactly the dimensions that matter when defining success criteria, from implementation timelines to integration depth, giving agencies a sharper starting point for the questions they ask in RFPs and RFIs.

Rethinking what success looks like

Measuring mission impact is harder than measuring process efficiency, and that gap is where many federal AI programs lose momentum. Agencies have mature systems for tracking process metrics like time, volume, and cost per transaction. But measuring whether AI is actually serving the people it was designed for requires a different kind of instrumentation: Did the constituent get the right answer? Did the agency’s intervention change the trajectory of the situation it was designed to address? Were data handling and security protocols respected?

That instrumentation only works if the underlying data is ready for it. Agencies often underestimate how much of their most valuable operational knowledge lives outside structured systems, buried in emails, case notes, and documents that AI can only work with if someone has done the hard work of organizing and contextualizing them first. Skipping that step doesn’t just slow down AI adoption; it undermines the credibility of every output that follows. Good data governance is what makes meaningful measurement possible.

But data alone isn’t enough. The people working with these systems need to understand how to give AI the right context — because the quality of what it produces is directly shaped by the specificity and structure of what it is given. That context is built by defining the outcome first, and understanding how AI fits the mission rather than just the workflow. Teams that work from that clarity are the ones that mature the tool through use, find the right applications, and build the organizational agility to go further over time.

When the data is governed, the people are equipped, and the right questions are being asked, measurement stops being a reporting exercise and starts becoming a learning system. One that tells agencies what’s working, what isn’t, and where to go next.

Outcome measurement is the evidence base that allows AI programs to mature and scale. The agencies building this capacity now are redefining what success looks like and laying the groundwork for what comes next. That shift requires five things:

  • Starting with the mission — define the problem before selecting the tool
  • Governing your data — AI is only as credible as the knowledge underneath it
  • Investing in your people — adoption is an ongoing discipline, not a one-time implementation strategy
  • Measure outcomes, not outputs — instrument for mission impact, not process efficiency
  • Learn from peers — use real-world experience such as reviews to sharpen problem definitions, procurement criteria, and success metrics

That is what the shift from efficiency to impact looks like in practice.

The opportunity ahead

The federal AI moment is real. The tools are capable, the policy environment is increasingly supportive, and the public need for better government services has never been more urgent.

But technology alone doesn’t drive transformation. Even the most mission-driven AI fails without teams equipped to use it effectively and leadership that treats adoption as an ongoing discipline rather than a one-time implementation. Agencies that invest in their people alongside their platforms will move faster, learn better, and build the internal credibility that sustains AI programs over time.

The agencies that define the next decade of federal AI won’t be the ones that deployed the most tools. They’ll be the ones who asked better questions, governed their data, measured what actually changed for the people they serve, and built the organizational capacity to keep learning. That’s what the shift from efficiency to impact looks like. And the time to make it is now.
